Lake City Partners returns to its roots with a north King County seasonal Winter Shelter. Originally running from 2017-2020, LCP Winter Shelter ranged from 80% to 100% utilization rates, with up to 19.7% of guests exiting to permanent supportive housing.
We will be providing updated information on how to submit referrals in early November.
This shelter provides overnight accommodations to our unhoused neighbors during the coldest months of the year, with evening meals, to-go breakfasts, as well as LCP’s relationship-based case management and supportive services.

Broad Continuum of Care
Integration with our Enhanced Client Services program and our GLA Day Center allows LCP to engage Winter Shelter guests in the King County emergency shelter and coordinated entry permanent housing system, ensuring that guests are not just sheltered, but supported on a pathway toward housing stability and personal well-being.
Severe Weather
During Tier-3 weather events, we will have the ability to leverage the Winter Shelter program to surge bed and location capacity to take more individuals off the streets.
When compared to the traditional Severe Weather Response model, which is a periodic unplanned intervention driven by the weather forecast, this Seasonal Winter Shelter has these benefits:
- Clear stable provision of services versus episodic availability based on weather conditions
- A baseline capacity of 3000 bednights versus limited bednights
- Enhanced opportunity to engage clients in transitional or permanent housing
- Less expensive per bed night
- Enables a relationship-based service delivery that enables meaningful outcomes
